3:16Now he's running for Congress in one of the bluest states in the country, in

3:21Maryland. Join me today on the David Rutherford Show.

3:34Mr. Burnett, welcome to the show.

3:36I'm so glad you could carve out a little time in your race to the

3:42finish of campaigning to join me today.

3:44So welcome to the show.

3:45Hey, I'm happy to be here.

3:46And I welcome the break from the primary sprint.

3:50I bet, man. We've had a few former operators and military personnel vets on that

3:59have been running. And just the magnitude of what it means to run even at

4:06a state level, but at a federal level, is just pretty substantial.

4:11Could you give us a little bit background on currently what your campaign looks like,

4:16what your day -to -day looks like, and just how much time the investment is

4:22in order to really get out there and try and convince the people of your

4:26district, you're the man for the job?

4:29And for a little bit of context, I retired last February after 22 years on

4:33active duty. So when I made the decision to run, which in part was born

4:37out of necessity, my wife wanted to stay in Maryland.

4:40My kids wanted to finish the schools they were in.

4:43The decision was made last summer to run, and it has been a steady increase

4:48in terms of volume of work and just the number of commitments.

4:52And it's been a great learning process for me.

4:55Coming off active duty, and as you know, you really only have one speed, and

5:00you're accustomed to just putting your head down and grinding forward.

5:03What I'm finding out is this is a very different environment.

5:07I'm working a lot with volunteers.

5:09I'm working with folks that are political activists, and it's a very different environment.

5:15I'm very much accustomed to everybody is mission -centric and everybody sprints, and this has

5:20been a very different experience to sort of bring along sort of this...

5:25coalition of the willing, if you will.

5:27And it's been a challenge.

5:29But now that we're in the sprint to the primary, it's very much at least

5:34two to three hours of calls per day, trying to engage supporters and donors, looking

5:40at constantly setting up events, some cases events to just bring in and get your

5:45message out, and then other events that are designed entirely for fundraising.

5:49But there's really no let up.

5:51And that's what's also interesting is there's not a start or a stop.

5:55So I find myself sending text messages before I go to the gym at five

5:58in the morning. And I find myself fielding calls at midnight, because that's when somebody

6:02is available. So it's, it's a challenge, it feels a little different.

6:07But I wish there were more veterans running for office, because quite frankly, we're built

6:12for this. We're built for the grind, we're built for thankless work.

6:15And essentially, our mindset is to serve others.

6:18How do you set the conditions for other people to succeed?

6:21And that's essentially what this is?

6:23Well, I couldn't agree more with you.

6:25That's why we try and really focus on finding veterans that have decided to jump

6:30into this political arena or battlefield, which in my opinion, is 1000 times more difficult

6:36than the regular battlefield, if you will, because it's pretty black and white here, there.

6:42And, you know, politics is just a whole myriad of different grays, right?

6:49One of the interesting things I remember, I actually thought about running for and I

6:53live in a pretty blue county down in southeast Florida.

6:57And in the congressional district, I was considering to run for back in 22.

7:03It was predominantly Democrat. And if it was a traditionally had always gone Democrat.

7:10And they said, you know, I, as I was exploring it, mostly from the financial

7:14perspective, one of the things I found out that it was about a three to

7:18$5 million district, just your basic introductory race, you know, with your primary and then

7:25and then the main race.

7:26And then if it was contested, and the Democrats really wanted to go for broke

7:30on it, it could flex to $20 million.

7:34Can you describe what your district is?

7:37And, and, you know, I correct me if I'm wrong, but like Camp David's where

7:41you're at, and I'm wearing my Camp David shirt, your honor and all that, you

7:46know, but it what give us a spectrum of what type of fundraising is is

7:51a component of the district you're running for.

7:54A little bit of context as well.

7:56So I'm in Western Maryland, congressional district six starts in Montgomery County, which is one

8:00of the bluest counties in the country, and one of the wealthier counties in the

8:05country. I live in a town called Gaithersburg, which is at the very bottom of

8:09congressional district six, the district, the district itself extends all the way up through Frederick

8:15County, Washington County, and then out along the panhandle.

8:18And the district changes dramatically from plus 25 blue in Montgomery County to plus 25

8:25and above out in Garrett, Allegheny and Washington counties.

8:30So with that dynamic, you have a very interesting tension between your, the wealthy sort

8:36of ultra left Montgomery County, and then the rest of the district, which is very

8:40much red, tried and true Republican, about as conservative as you can get.

8:45So there's tension within the district, but as you probably, if you don't have to

8:50look far to realize that two of the wealthiest people to have ever served in

8:54Congress are currently competing in a primary between the incumbent April McLean Delaney, who is

8:59arguably worth hundreds of millions of dollars.

9:02And she's running against David Trone, who was the former congressional district six representative until

9:08he had spent $60 million losing a primary to also Brooks when he ran for

9:13the Senate in 24. Wow.

9:15So I'm running against two of the wealthiest people to have ever served in Congress

9:20ever. And they're in a, in a, in a, in a brutal primary right now,

9:24which we're welcoming because the argument goes, we're not going to even try to go

9:29dollar for dollar. He spent 60 million losing a primary in the Senate race.

9:35The thought is on ego alone, he's going to spend 30, 40, $50 million.

9:40Our approach is going to be to turn his and or hers strength into a

9:44weakness. They're going to be extremely overexposed.

9:48They're racing to the far left.

9:50You can't turn around without seeing a TV commercial, a digital ad or something on

9:55Facebook or any other social media site.

9:57And they're sprinting to the left because they're both trying to secure the upper Montgomery

10:02ultra left vote. That's not going to resonate across the district.

10:06And you can't win this district without performing in Frederick and at least performing across

10:11the panhandle. So we see this year as our greatest opportunity to finally flip Maryland

10:16sixth, because it not only is going to result in a bruising primary on the

10:21Democrat side, either whoever emerges, they're going to be very much far left and bruised,

10:27overexposed. And then what you're going to have on, on our side is I'm entering

10:32this with an economic development argument running on a military record and very much representing

10:37the conservative values that have been ignored across the panhandle.

10:40So it's an uphill battle.

10:42We're thinking that we're going to have to raise between 1 .5 and 3 million

10:45to their arguably 10, 20, 30 million plus, knowing that we're going to try to

10:51make data informed decisions. and we're going to run a very much a grassroots campaign,

10:56trying to meet people where they are and actually solving problems and not just speaking

11:00to platitudes. That's a great explanation of what the current spend looks like.

11:06When I went back and I looked at the political history of the district, I

11:09went all the way back to 2006 with Roscoe Bartlett, who looked like he had

11:16that district pretty well wrapped up for years and years and years before then he

11:20lost over to John Delaney.

11:23Can you describe how that shift happened?

11:26Because I do realize that that district used to just be, you know, hardcore blue

11:32for years and years. What took place to where it became a more contested district?

11:38So you're 100 percent right that this was a as red as you could get

11:43district. Roscoe Bartlett was going on his I think his 18th year, ninth term when

11:48it had been gerrymandered to now include the upper Montgomery portion.

11:52And so after nine terms in Congress, a beloved congressman, Roscoe Bartlett, was essentially gerrymandered

11:58out by April McLean Delaney's husband, John Delaney.

12:03And so we've had a series of out of district millionaires running CD6 from out

12:11of district since 2012. Wow.

12:13And I've described it as they've been playing national politics at the expense of a

12:18majority of the district since 2012.

12:21Just another tidbit in there.

12:23Dan Bongino ran for CD6 in 2014.

12:27In my very first campaign event, I did it with Roscoe Bartlett, who, by the

12:32way, is 100 years old.

12:34And the funny thing about that, I couldn't get a word in edgewise on stage

12:38with him. He's as sharp as ever.

12:40He was talking about electromagnetic pulse attacks and living off the grid in West Virginia.

12:45He's a great, great guy.

12:47I mean, it was I enjoyed everything we talked about from West Virginia to the

12:51electromagnetic pulse attacks that, you know, if you're familiar and I'm sure you are.

12:55Yeah. Fort Meade were in the process of moving some things around to make it

12:59less susceptible to being close to a highway.

13:01I mean, there's some obvious concerns we had that he had raised that there's some

13:05adjustments being made. But it was just interesting to hear this 100 year old, you

13:11know, very accomplished individual talk about everything from his time in Congress to being gerrymandered

13:15out to living off the grid in West Virginia.

13:18So it's it's very much a district that has been in flux.

13:22What I mean by that is they gerrymandered the Republicans out and we've been gaining

13:27ground ever since. In what we think this particular year where we have an opportunity,

13:32the fastest growing affiliation in Congressional District 6 is unaffiliated.

13:36So I have to get through a closed primary, which I have the I have

13:40the lead on. I should get through the primary and we should go into the

13:44general election very strong. But we've already tailored a message that's designed to address our

13:50base, but more importantly, to be very receptive to an unaffiliated voter or even a

13:56centrist Democrat. And that's the innovation corridor, which I hope we'll talk about later.

14:00But really looking at economic development across the district, as opposed to just your normal

14:06talking points of Democrat platitudes and Republican platitudes, we're actually presenting a plan that should

14:12benefit everybody in the district for some overdue economic development that focuses on infrastructure, energy

14:18production, and most importantly, job creation.

14:21I, you know, I think that's always for me the big thing about Maryland, right?

14:27You know, I think you a lot of times y 'all get lost in, right,

14:31the shadow of DC politics, obviously.

14:34But Maryland has is such a remarkable state in many different ways.

14:39And it's pretty diverse economically, but it has struggled, right?

14:44I mean, there is a current $1 .5 billion deficit going on right now.

14:49Obviously, the city centers of Baltimore have just been decimated.

14:55I remember, you know, my best friend I told you about who lived out in

14:58your district for a while.

15:00You know, he grew up in Baltimore, you know, family of four siblings, two parents,

15:06dad worked, you know, for Johnson and Johnson, mom worked at Baltimore County Hospital.

15:11And, you know, and they could survive on, on, you know, those small salaries.

15:17But you look at, and also Baltimore was just a thriving area is one of

15:20my favorite places to go on, on weekends when we'd leave Penn State and go

15:25down and have Maryland crabs down in Baltimore on the, you know, and, and, but

15:29it, that, that place doesn't seem to exist anymore.

15:33And, you know, as I, you look at some of the, you know, the, the

15:38challenges, you know, there were 25 ,000 federal job losses in 2025, right?

15:46You know, you did have some education health services growth and, uh, uh, leisure hospitality,

15:51but professional business services were down 477 ,000 jobs.

15:58Can you talk about the, the need to really get focused on economic development, innovation

16:04growth? I hear you talk a lot about, uh, um, data center development, but not

16:11in traditional farmland area in industrialized areas.

16:15Can you just talk about what your, uh, understanding of current, uh, mayor?

16:20economic policy is and then what you think you'll be able to bring forward if

16:25you should win the general election.

16:28There's a lot to unpack there.

16:29I'll start with the economic mismanagement of the state.

16:32There's been a Democrat supermajority for as long as anyone can remember, and there's been

16:37a complete mismanagement of spending.

16:40There's not a revenue problem.

16:42Maryland is one of the wealthier states in the country.

16:44There's really a spending problem.

16:46There's zero accountability. But one of the other problems is that Maryland has put all

16:50of its eggs in essentially one basket, and that was federal employees, contractors, and state

16:56employees. That is not a diversified income, diversified sources of income.

17:02And what happened is then with Doge coming in and doing what was overdue, they

17:07paid a heavy price here in Maryland because they have become so dependent on all

17:12that extra federal employment support, whether it was employees or contractors.

17:17There was a significant hit in Maryland.

17:19And I think a lot of people realize that, wow, we've been on this gravy

17:23drain for a really long time, and we cannot rely on federal employment, state jobs,

17:30and contracting positions to sustain our economy.

17:33But what's happened also is that you hear people talk about Maryland wanting to be

17:37the California of the East.

17:39So we've had a series of policies and laws that were passed that make it

17:44almost impossible to run a business.

17:46You have entire industries that were run out of business, whether it was coal, timber,

17:50or dairy farming. These things don't exist in Maryland anymore, and they were staple industries

17:54for decades. And then you start to look around and you realize something is like

17:58a small business. You know, the last decision that my wife had to make in

18:03terms of supporting my run for Congress was when she was not able to start

18:07a business. And we talked, you know, briefly off air for a moment.

18:12She was not excited about me running for Congress, I'll say the least.

18:16You know, over the course of 22 years, I had deployed five times, four on

18:20the ground in Iraq, once on a MU.

18:22And a MU workup is probably harder than the actual MU deployment.

18:25The deployment is one direction.

18:27You go out, you come back.

18:28The workup is six months of on the ship, off the ship, on the ship,

18:31off the ship, you know, some other type of training.

18:34So we added it all up.

18:36At some point over the course of our marriage, I was gone almost six and

18:39a half, seven years. So really, she wanted me back in the house with the

18:44kids in having a normal life.

18:46And that's when I was like, well, what do you think about running for Congress?

18:49And she was not excited at all.

18:51And then inevitably, she became much more aware of the consequences of a political environment

18:57when she decided she wanted to start a business.

19:00She wanted to run a laundromat in Montgomery County.

19:02And as a as a naturalized U .S.

19:05citizen from West Africa, this was the American dream for her.

19:08And I felt like it was my duty to support her interest.

19:12She'd been following me around raising our four kids.

19:14So we started looking into it together and we realized it was going to take

19:18over a year to get through the licensing, the permits, the inspections and everything else

19:22that's involved. And as a single income military family living in congressional district six, this

19:29was just not feasible. And whenever you have small businesses that are out of reach,

19:34you start to realize there's a fundamental problem with your economy.

19:37If all you have is the ability to make high end earning as a federal

19:42or state employee, or you're going to be on the lower end of a service

19:46economy that's going to require federal or state assistance.

19:50Well, that's not sustainable. That's not healthy for the individuals living under that environment.

19:55And it's not good for the state itself.

19:57So as I started to look into this and I finally had her blessing to

20:00run, I started to ask, you know, what folks were concerned about basically my neighbors.

20:06And it was consistent. Everybody was concerned about infrastructure, the lack of infrastructure and the

20:10congestion that is the greater D .C.

20:13area traffic, everything from the American Legion Bridge to 270 to I -70 and I

20:17-68. And then, of course, this year in particular was the energy price.

20:21Most people's energy bills went up almost doubled, in some cases tripled.

20:25And then at other parts of the district where there's also been a mismanagement of

20:30utilities, you have a water crisis where water bills have skyrocketed across Allegheny and Garrett

20:35counties. And then the last part of that was not only do we have a

20:38problem with infrastructure and energy and water, we have a real problem with good paying

20:43jobs. So we have to bring back advanced manufacturing or bring back something that's going

20:48to be good middle -income jobs that are going to be here for the foreseeable

20:52future. So when I looked at this problem, as anybody in the military would, you

20:58look for, okay, how do I solve this?

21:00This is a gigantic problem.

21:02Any one of these would be difficult.

21:04Maybe instead of trying to solve one or the other, we align them.

21:07And that was the innovation corridor.

21:09It was, okay, how do I take existing resources, existing capabilities, and align that to

21:15the interests of the district?

21:16And what I found was is that we could take federal highway funds to build

21:20the infrastructure that's needed to support growth.

21:22And now this would not only be the federal highway network that's in place, this

21:26would be refurbishing the American Legion Bridge, expanding I -270 all the way up to

21:30Frederick, looking at the I -70 interchange, as well as the I -68 corridors.

21:36Now, once you have that federal money in place, that can serve as a carrot

21:40and a stick for counties to get in line with appropriate zoning that will align

21:45with or protect local residents.

21:48You've seen over the recent last couple of months, in particular, over the last several

21:51years, counties were quick to accommodate data centers at the expense of local residents because

21:57they saw the property tax benefit.

22:00So I wanted to make sure we would use existing federal funds to support national

22:05security priorities along our federal highway network to build an infrastructure that would support development.

22:11Then what you've done with that carrot and the stick, which could be anywhere from

22:15$8 to $12 billion of federal money, you get state and county alignment so that

22:20now if a data center is going to arrive, it goes where we designate it.

22:24And this would be in what I've described as an opportunity zone.

22:28This would be existing industrial commercial spaces.

22:31These would be away from residential areas, certainly away from schools or anywhere else that

22:35would not be impacted by the existence of a data center and some of the

22:39things that are associated with it.

22:41Now, the other problem with the data center and the economic development plan is the

22:45data centers are arriving right now, and they're almost unregulated, and you have the state

22:49and counties bending to the will of a data center.

22:52And you don't have to look past Adamstown in Frederick County where they're building this

22:57plane in flight. They didn't have to do this.

22:59If they had just done a little bit of planning, they would have realized that

23:02500 diesel generators running intermittently as emergency power is not a good thing.

23:07It's definitely not a good thing to have within a half a mile of a

23:10school. A data center developer's solution was not to look at small modular reactors, as

23:15I've been proposing. Their solution was, we'll put air monitors in your child's classroom.

23:22Could you imagine a concerned mom being told, don't worry, we'll let you know when

23:28the air is bad because we'll have a monitor in your child's classroom?

23:32It cracks me up, too, because these are the Green New Deal freaks, too.

23:35You know what I mean?

23:36These are the people. The hypocrisy knows no bounds, right?

23:42It's just now running as the Republican.

23:44I'm the one talking about, not that it's that odd, but I'm the one saying

23:49highest environmental health and safety standards.

23:51I'm the one saying we need to look at energy sources other than diesel generators.

23:58I'm saying small modular reactors.

23:59You know, this idea of what we've been using on aircraft carriers and submarines for

24:03decades has been commercialized. And you probably saw the article.

24:07They took one from a factory floor, put it into, I think, a C5, flew

24:12it to a military base and flipped it on.

24:14I mean, you want to talk about an extraordinary capability that's just waiting to solve

24:18our energy crisis. That's it.

24:20We have a developer here in Rockville, Maryland, that we have the ability locally to

24:26support some of our energy needs.

24:28So back to the Innovation Corridor is looking at aligning those federal highway funds to

24:33get counties and state in line.

24:35You would welcome a data center if that's what the local residents want, knowing that

24:39it's going to be in an area that's not going to compromise farmland or residential

24:43areas. You require them to have a small modular reactor and a water treatment plant.

24:48And then what you'd also co -locate with the data center is AI and quantum

24:53research as well as advanced manufacturing.

24:55And I know I don't have to tell you this, but the 2026 National Security

24:59Strategy listed all of them as national security priorities.

25:03So when people come back to me and say, well, Chris, this is a pretty

25:06big proposal. I'm like, well, if you want to get things done, you align it

25:09to national security priorities. Suddenly, federal money will find its way to support our effort

25:15to focus on AI and quantum development, advanced manufacturing, whether it's steel or semiconductors, all

25:21aligned to data centers, which also represent a critical vulnerability when you're talking about our

25:27national security interests. So you look at the infrastructure piece, you look at the data

25:31center development, energy, water, and then the jobs would be the advanced manufacturing part.

25:37And having that energy intensive advanced manufacturing, that's where you get the sustainable jobs outside

25:43of the construction phase of a data center.

25:45And then the somewhat empty data center in an area that's already designated as an

25:50opportunity zone away from residential areas and away from schools.

25:53So that was it in a nutshell as to how to address what had been

25:57this super majority mismanagement of Maryland, particularly the indifference towards Western Maryland, where we've had

26:03these out of district millionaires playing national politics at the expense of locals.

26:07And I've even gone so far as to describe Trone and Delaney as sort of

26:13the let them eat cake mentality.

26:16Like they will sprinkle a little bit of federal money on the district and say

26:19that they've done something for the locals.

26:21Well, that's pennies on the dollar of what these people need.

26:23And more importantly, what people need is the dignity of work.

26:26They want to have the ability to provide for the families with a job or

26:30some opportunity associated with development, not a federal handout or a state program.

31:29All right. Well, I think you're spot on.

31:33And when you have politicians that are playing that type of game, only to benefit

31:38themselves or whoever their lobby firms are that are backing them, I think you have

31:44this collapse of hope within your workforce, your labor force, which I think a great

31:53portion of obviously Eastern Maryland is experienced at a high degree.

31:59But these innovation stretches that you're talking about could create that whole new type of

32:05reindustrialization. We've had several economists on the show who've talked about Trump's plan to reindustrialize

32:12America. And I think a primary source of that will be in and around the

32:17defense industry, right? He's going to kind of break the lock of the top five

32:22and spread it out across some more innovative firms out there that are doing really

32:26unique things like the portable energy systems, nuclear energy systems.

32:32One of my best friends, Sean Ryan, and he had one of the top guys

32:36who's doing those modular reactors on a commercial level.

32:42And the technology. she's there.

32:44It's just this bizarre, I don't know, it's like you said, let them eat cake

32:49kind of mentality. One of the things that obviously you're dealing with is you're dealing

32:58with a substantial changing electorate.

33:02And you referenced it early in the conversation about you kind of have to go

33:07after this independent base. And that was really, I think, in large part, the crew

33:13that really brought in Trump and helped him win the popular vote in the Electoral

33:18College this time, that also seems to be a little upset with some of the

33:24promises he made on the campaign trail.

33:27But it seems like your message is really targeting the things that they're interested in,

33:32right? When you talk about the moms who want control of their own curriculum at

33:39schools and who, you know, want their kind of the Maha movement that's out there.

33:44You also have, you know, people that want to be able to give more economic

33:49opportunity to young people, the Generation Z, the Zoomers, they're being called now, which is

33:54actually, in fact, a larger voting bloc than the boomers who are, you know, the

33:59traditional hardcore Republican voters. What is the message that you can give those kind of

34:06independent younger voters, right? The people that are in their early 30s who had just

34:12had their first kid who maybe are looking at some of the industry that they've

34:18been employed in kind of moving away from AI and potentially, you know, some of

34:24the other sectors that seem to be maybe on the brink of being exterminated, if

34:30you will. What is the message?

34:32What is the clear message you're going to tell them right now?

34:35How are you going to get them out of their homes, out of their apartments,

34:39right, their rentals, in order to vote for you to gain economic prosperity?

34:44Well, first and foremost, we can only address the affordability crisis that was really brought

34:49on by Democrat mismanagement with opportunity.

34:53And this isn't going to happen on its own.

34:55We have to dismantle some of the regulatory structure that was put in place by

34:59Democrats. So we've got to get people engaged and excited.

35:03Chris, can I hop in real quick?

35:05I'm sorry. I just I brought this up after I saw, you know, the piece

35:09about your wife, I just brought up.

35:11So in Maryland, you know, for cleaning, dying, processing laundry, there's a trader's license.

35:21There's a zoning and land use approval, building, electrical, plumbing and occupancy permits, water and

35:28sewer approvals, fire department clearance inspection, health and environmental improvements, local business licenses and permits

35:36in some jurisdictions. And then you have signage, vending, annual personal property return, employees, unemployment,

35:44which are like it was I could not believe how extensive that was to start

35:51a real what's what's been considered by, you know, legal and illegal immigrants for the

35:57history of our country as one of those primary businesses for entry to be able

36:03to feed your family and make a living.

36:06And that's a perfect segue, because that was that was the final straw for my

36:11wife. You know, the American dream for her was to start a business.

36:14I've been moving her all around the country.

36:17I've been gone all this time.

36:18The thought was, OK, we're close.

36:20I grew up in Pittsburgh.

36:21Her family lives in New Carrollton.

36:23This was a good place for us to stay.

36:25Let our kids enjoy being in one place for a while.

36:28And coming off my last deployment, you know, I was in I was actually bouncing

36:32between Baghdad and Kuwait, my last deployment.

36:35So I had orders to the Pentagon.

36:36That's that's how we landed in Gaithersburg.

36:39And we realized as we as we started to kind of sink our roots in

36:43here and make this our home, it was going to be almost impossible to live

36:47that American dream for her.

36:49And we're single income military family.

36:50I've got four school age kids.

36:52It was going to be impossible.

36:54So whenever you start looking at people like my family, you're just struggling in a

36:59state that has what should be enormous upside.

37:02There's this incredibly well -educated population.

37:05There's a tremendous federal highway network.

37:08You have access to D .C.

37:09You have access to Baltimore, Philadelphia, Pittsburgh and throughout the the eastern seaboard.

37:15And yet there's almost no opportunity because of this hyperregulation in this sort of heavily

37:19bureaucratic state that wants to overregulate to the point of control, but really creating dependency

37:25versus opportunity. And so when I talk to young people, what they really want is

37:29less government, but they want problems to be solved.

37:33And that's where I see my role.

37:35You know, to serve as a carrot and a stick to try to get the

37:43state of Maryland in some of the counties in CD6 to align with opportunity, to

37:47look at their environmental regulations, to look at their licensing and their permitting and saying,

37:51if you can just get out of the way, Maryland or, you know, one of

37:55the counties here in Western Maryland, I'd say we can bring in the opportunity that

37:59your residents are needing. This will give them the opportunity to have the job that

38:03will provide for their families and then potentially allow their children to go away to

38:08school or to go take, get vocational.

38:11training and have a job and stay local.

38:13What I've heard from a lot of young people is they've delayed getting married.

38:16They've delayed having children because they just can't afford it.

38:20And then when I talk to people that are in their fifties and sixties, they

38:22say that all of their children had to move away because they just couldn't afford

38:26to stay here. And the only way to address that is opportunity.

38:30And the way you create opportunity is you look at taking existing federal money, no

38:35new taxes, no new fees.

38:37You take existing federal money, federal highway funds, and if you know the chips act

38:41and the innovation in jobs act, you align it to national security priorities.

38:45You build the infrastructure that will set the conditions for private sector investment of data

38:51centers, AI and quantum computing.

38:53And then you also require advanced manufacturing and with the small modular reactor and the

38:58water treatment plant, you have now transformed the economy around very real tangible opportunity.

39:04And this is sustainable. Even if in 10 years, data centers become obsolete.

39:09Well, the energy production and the water treatment will be aligned to the AI and

39:13quantum computing research and development, as well as the advanced manufacturing.

39:17So we've got a baked in plan to deal with the possibility of a data

39:21center becoming obsolete or moving on to whatever's next.

39:23It's the advanced manufacturing. And the most important part is, is designating the opportunity zone

39:29in existing industrial commercial sites, not compromising an inch of farmland so that we can

39:34build a giant steel building and really, quite frankly, ruin what makes Western Maryland so

39:39beautiful, which is farmland and open spaces.

39:44I've seen, I'm sure you've read about the imminent domain power lines that are cutting

39:48across Western Maryland, destroying farmland to deliver power to the data centers in Loudoun County,

39:55Virginia, which is insane. Eminent domain in and of itself is one of the most,

40:01I understand the necessity of it for obvious reasons, but what's going on now just

40:07seems to be one more and a long line of just like, are you kidding

40:13me? Like how, how, why does Western Maryland farmland have to take the hit for

40:18Virginia's inability to, to, to, they've got plenty of farmland, right?

40:22Make them do it. That's the problem I have eminent domain for public good.

40:26It could be a large infrastructure project.

40:29It could be serving a greater good.

40:31This is eminent domain for mismanagement.

40:33This is poor planning. So this is incompetence now taking property, private property from owners.

40:39In some cases, generations of farmers being told, Hey, we need this because quite frankly,

40:45we're terrible at our jobs.

40:46We couldn't think two steps ahead.

40:48So we're going to take your land and we're going to impose upon you a

40:51burden that you're not going to receive the benefit of.

40:54And Oh, by the way, it might actually drive your electric bill up because we're

40:57offsetting the cost of infrastructure through residential usage.

41:01That's right. You talk about incompetence and this is the Democrat supermajority in Maryland.

41:06Well, I think, I mean, obviously I, you know, I think the American population right

41:11or left right now is a little bit fatigued with the incompetence that we're seeing

41:15across the board. Right. Um, you know, I, one of the great things that I

41:19always talk about, and I've had, you know, some friends decide to take the leap

41:24and go up and, and, and be participate up in Congress at a federal level,

41:29you know, obviously you're going to get up and you're going to be forced to

41:32play that DC game. You know, what are some of the things that you're promising,

41:38you know, your constituency that you're going to be resolute on as you get to

41:43DC when you win this thing?

41:45Well, first I've already signed the, um, term limits pledge.

41:49I will never stay in Congress beyond if I'm lucky enough to go once I'll

41:54fight to stay there. I'll never stay more than five terms.

41:57I think 10 years is already too long.

42:00Right. Why did they move us around so much in the military to avoid the

42:03stagnation and comfort of being in one place?

42:06Meaning the Marine Corps is, you know, I mean, it's just, if you're not complaining,

42:09you're, you're not doing something right.

42:12That's right. But it kept you sharp and it kept you, you know, constantly engaged

42:16in new ideas and having to address what you were doing and why you're doing

42:20it. So first I won't overstay my welcome.

42:23I see this as an extension of my service and that service is to the

42:27people of CD six. This is not for me to have a longstanding career and

42:31then to be wheeled in to Congress.

42:33Um, you know, as I'm in my, my seventies or eighties, I mean, the way

42:37I see it is you go there, you sprint and you move on.

42:40The other thing I've already said a dozen times, and I'll say it a dozen

42:43more, I will not, I don't own stock and I will not trade stock in

42:47Congress. How can you possibly make an objective decision when you've got a financial decision

42:54or financial interest in decisions you're making?

42:57You don't have to look back.

42:58There's a reason why most members of Congress outperform your best investment firms in the

43:03country, in some cases by 50 and a hundred percent.

43:06That's right. And they'll say, well, it's not insider trading because it's public knowledge.

43:10Well, it's not public knowledge.

43:11The moment that they make the decision to buy or sell ahead of a vote

43:14that they're about to take.

43:16So one, I'm not going to overstay my welcome.

43:18I've already signed the term limits pledge.

43:20I will not buy trade or own stock while I'm in Congress.

43:24And then the last part of that, I do not believe in government shutdowns.

43:28You exist to serve the interests of the public.

43:31If you can't pass a budget that has all of government open, the first people

43:37that don't get paid is Congress.

43:38And if it remains closed, they don't leave session.

43:42This idea that they get to go back to their district and essentially campaign and

43:46talk to their constituents and get paid while a part of our government is shut

43:49down is insane. The fact that Department of Homeland Security, as we have active hostilities

43:54overseas, if there was ever a time for Department of Homeland Security to be fully

43:59funded and arguably augmented, it's right now.

44:02And to hold that department hostage for a Democrat, you know, I've called it a

44:09temper tantrum. You know, they don't like what they saw.

44:11It has nothing to do with whether it was legal or illegal.

44:13They just didn't like something.

44:14So they held Department of Homeland Security hostage over an effort to try to adjust

44:20policy, not change law is unacceptable.

44:22So to go all the way back to answer your question, how would I address

44:26this? Well, by aligning affordability through opportunity with national security, that's what I would hang

44:33my hat on. These aren't just pipe dreams.

44:36This is not me just telling people what they want to hear.

44:38In fact, this is all very much on the cusp of execution.

44:43You've got the Trump administration going all in on nuclear.

44:46So to leverage the fact that they're trying to get licensing and approval for modular

44:52reactors within 12 to 18 months does not mean this is a five or a

44:5610 year proposal. The federal highway funds.

44:59The question just becomes whether or not we can get it designated for Maryland as

45:03opposed to the 30 or 40 or 50 other projects.

45:06Well, the way you get it designated and the way you build a coalition in

45:09Congress is to align to national security priorities.

45:12There's a quid pro quo exchange with the prioritization of national security.

45:16So I would go there not with my hat in hand saying, hey, I made

45:20some promises. Can you help me out?

45:21This is me saying I'm offering a solution that the private sector wants to pursue

45:26in furtherance of our national security priorities by using existing sources of money.

45:31CHIPS Act, Innovation and Jobs Act and federal highway funds.

45:35So I would go to Congress steadfast on transparency, accountability and integrity in using my

45:41approach in the innovation corridor to drive everything that I would do.

45:45And then outside of that economic development package, I would default to anything that's going

45:49to remove government, anything that's going to lower taxes and ease the burden on your

45:54average American citizen. That would be my priority.

45:58That's a good answer. Now let's wrap it up with these kind of two ideas

46:04that are, I would imagine, very personal for you and both of them.

46:10First and foremost, I want to talk to you about your feelings on what's going

46:14on over in Iran as a guy that served the entirety of your adult life.

46:20I mean, you were in your second year law school during when 9 -11 happened

46:24and, you know, 22 years active duty.

46:27You have committed your life at the highest order.

46:31What are your thoughts on where we're at in Iran?

46:36And what do you think is the greatest probable or the greatest what would be

46:43the greatest outcome for our country?

46:47Well, first and foremost, this is overdue, you know, across all those deployments.

46:51What was always in the background was Iran, whether it was an Iranian proxy, Iranian

46:56equipment, Iranian trained groups operating in Iran, Iraq or elsewhere.

47:02Iran has been a pervasive threat to U .S.

47:04forces and U .S. interests for my entire adult life.

47:07There's an argument that goes back that we should have done this 47 years ago

47:10whenever they the Iran hostage crisis.

47:12So this was overdue. And I think the fact that we've allowed Iran to have

47:17a stranglehold on the global economy by dictating the terms of the Strait of Hormuz

47:21was unacceptable, which makes it very difficult.

47:24I think for some people to grasp right now that this isn't about gas prices.

47:28This is about national security in the global economy.

47:31This has more to do with resetting expectations around how do we interact with other

47:37global economy participants and whether or not we're going to let Iran dictate the terms

47:41of that. Right now, you've got China and Southeast Asia really bearing the consequence of

47:47the Strait of Hormuz closing as well as Europe.

47:49And so when you start looking at our NATO partners that are apprehensive about assisting

47:53us, you really have to ask them, OK, what is the function of our alliance?

47:57If you see that we've been absorbing the brunt of securing and ensuring passage through

48:03the Strait of Hormuz for decades, we've been providing the safety and freedom of navigation

48:09that you've taken for granted that have allowed you to invest in your countries.

48:12Now that we're addressing the source of that threat and what we've had to absorb

48:16over the last several decades, you're unwilling to support us because you've either lacked the

48:23ability to project power or you've lacked the investment in your own defense that you

48:27can't support our interest in making things better for you.

48:31So my concern is, is that we need to focus on military objectives.

48:35We need to continue down the path that we're on and finish the job.

48:38And that is to not only degrade the IRGC completely, but to then set the

48:42conditions for a transition of power internally without a single boot on the ground that

48:47allows the Iranians to decide how they want to govern themselves outside of the theocracy

48:51that has dominated the last 47 years in Iran.

48:54Now, what will that look like?

48:56Well, first and foremost, we have to open the Strait of Hormuz and that has

48:59to be a coalition that has to be a coalition of countries that have benefited

49:03and will continue to benefit from the nearly 20 percent of.

49:06oil that flows through there and nearly 30 % of liquid natural gas.

49:11Those countries need to take on the role and responsibility of ensuring safe patches of

49:15their ships. Or if we're going to do that, then we've got to figure out

49:18how that the system is going to better align to our interests globally and not

49:22have our forces and our interests constantly under threat by Iran.

49:26So my hope is, is that we finally resolve this, that we're able to achieve

49:30our military objectives completely, and then that will set the conditions for a diplomatic solution,

49:35whether that's a regional solution or an internal solution in Iran.

49:38But I don't want to see an escalation beyond what we're doing right now, which

49:42is an extremely effective air campaign, and then securing the safe passage through the Strait

49:47of Hormuz, either unilaterally or with a coalition of countries that ultimately benefit from the

49:52products that move through there.

53:02kind of the NATO alliance concept is, you know, you, with the European Union and

53:08their kind of progressive values over, since, you know, since really the European Union came

53:13into existence, you know, we, there's been pretty much active chaos going on in the

53:18Middle East, which has created a profound immigration reality, whether you call it a fiasco

53:24or a positive to most European countries.

53:28When you look at demographics in Sweden, France, Germany, Spain, Italy, they have monster populations

53:37of people that are, have come from these affected regions where we've done either regime

53:44change or we've integrated in whatever types of assistance, whether it was in Libya with

53:50the removal of Qaddafi or Iraq.

53:52Obviously, I don't, I don't know where your feelings on are that, but I, we

53:56certainly know that that regime change didn't go as we thought it would go.

54:00You know, I, you can see in my mind, it makes sense because they have

54:04these monster populations, right? That they go then and start re -engaging in whatever militaristic

54:12activities in those straits or even around the straits or whatever it might be.

54:15So to me, it makes sense, you know, a lot more sense than, than the

54:20desire to want to get into it with Russia and Ukraine.

54:23That didn't make any sense to me at all.

54:25But, but I do understand the necessity for fuel consumption, oil, as well as fertilizers.

54:33That's a big problem, right?

54:34you know, a lot of fertilizer components passed through there.

54:38But what I did like is that you said you didn't want any boots on

54:42the ground. What do you think is, is, is it feasible with the continued strategic

54:51targeted strikes of IRGCC officials, people within the branch of the total structure, is it

55:03feasible that we're actually going to get to somebody that we can negotiate that has,

55:09I don't want to say control of the population, but has a number of people,

55:14a number of, a level of influence where they can quell the growing animosity towards

55:24Israel and the United States?

55:25Obviously, you know this, right?

55:27When we went into Iraq and we started really annihilating the power infrastructure, we created

55:34the insurgency, right? And, and as well as other places, we allowed, you know, the

55:39flood of Iranian proxies into Eastern Iraq.

55:43So, you know, the challenge I have is you have a very complicated situation as

55:48it is. How do we know who to negotiate with and what are the circumstances

55:54that, uh, um, can generate, um, you know, uh, uh, um, an actual form of

56:02diplomacy? I read this morning that, um, Iran or, or, or China and Russia are

56:08now, uh, getting more involved, uh, and they're trying to broker some, uh, Pakistani accords.

56:14You know, it's, tell me what that looks like in your mind.

56:19How, how does that, how does that brokering of peace look, what does that look

56:23like to you? So I'll start with the first question, which was, I, can we,

56:28to use a a crew, a crude term, can we kill our way out of

56:31this? The answer is no, you know, you can't at some point, but I do

56:36think we can whittle down the leadership structure to the point where we've essentially broken

56:41the will of the regime.

56:43And that's what we need to do.

56:45Um, and what you're going to have is, is the Iranian people have been, have

56:48been living under this oppressive regime for decades.

56:52The Iranian people want a, a better solution than what they have.

56:56The question is, is how do we identify the core group of folks that are

57:00vested in the regime? In other words, without the regime, they, they don't exist.

57:04There's an existential threat. And that's, that's really a, a, it's, it's not a single

57:09answer. I do think that we, that we cut off the head in a way

57:13that has now created some chaos.

57:15Their economy is failing. There's tremendous amount of pressure amongst your average Iranian families and

57:21population. Those individuals at some point are going to put pressure on folks that would

57:26either be a part of the military or part of the organization that was there

57:29to maintain some level of social order.

57:32As that breaks down, as the military strike or rank structure breaks down, people either

57:37quit, they walk away, or they, they start fighting, you know, their own insurgency that

57:42will, that remains to be seen.

57:44But I do think that we've done a sufficient job so far of identifying leadership,

57:49eliminating the leadership. We're now responding to what I think is a D a pre

57:53-planned decentralized response. And that's why it seems chaotic.

57:56And that's why it's not really achieving anything other than trying to foster chaos throughout

58:01the region. But eventually what should happen, whether we hit energy infrastructure or other infrastructure

58:07that's in support of a war effort, it will put more and more pressure on

58:11the regime. And if that regime cannot sustain the pressure that's coming from us, coming

58:17from the region and its own population, at some point it will collapse.

58:21The problem that we had in Iraq, and I spent a lot of time there,

58:24as I'm sure you had as well, was the nation building in the hearts and

58:26minds. That was our biggest mistake, was getting beyond military objectives and now getting into

58:32the realm of forced diplomacy.

58:34We need to go in, focus on our military objectives, undermine the ability of this

58:38regime to project power or to effectuate any damage in the region, undermine its ability

58:43to control its own population, and then allow for the diplomatic process to unfold, which

58:48may involve us directly and it may not.

58:50It could involve regional partners or it could be other global partners that will broker

58:54a deal that will identify the right people to set for the conditions for a

58:59transition to a regime that will be at least neutral, if not friendly to the

59:04West. And what we need, what I mean by neutral is the Strait of Hormuz

59:08is an international strait. We cannot tolerate Iran running roughshod over that region.

59:13And the global economy has an interest in the Straits of Hormuz being opened by

59:18any regime. My hope is, is that we've diminished the IRGC sufficiently enough to take

59:23the theocracy that's in place and eliminate it from any relevant influence and then allow

59:29for whatever the next regime is going to be to, to occur without involving U

59:33.S. forces on the ground and without any nation building or policing operations by U

59:37.S. military. It's a good answer.

59:40You know, I, I never spent any time.

59:42I was in Afghanistan my whole time with the, with the SEAL teams, Blackwater and

59:46the Central Intelligence Agency, but, you know, definitely had a lot of friends that spent

59:50a lot of time lost, a lot of friends over there as well, too.

59:54You know, I, I really hope that our strategic partners kind of put pressure, not

1:00:01so much. You know, I understand why they don't want to jump in militaristically, but,

1:00:05you know, if they can help broker this this deal, I think that would benefit

1:00:09the entire world for sure, because you're right, there is a choke point and they're

1:00:13definitely exposing that vulnerability at the highest.

1:00:18All right. To go back to the final thing, and one that I'm sure is

1:00:22really dear to your heart, is the national immigration issue.

1:00:27We talked, I talked a little bit about the immigration challenges that the European Union

1:00:32are seeing. You back up and one of, you know, Trump's, you know, centerpieces of

1:00:39his entire campaign is shutting down the southern border, which he has done.

1:00:42But then to go out and get rid of all the violent criminals that have

1:00:45flooded in and whatever those numbers, whatever you want to believe, as low as 11

1:00:50million, as high as 30 million, somewhere in there, we don't know because of just

1:00:54how open the border was.

1:00:56What's going to be your position on immigration moving forward?

1:01:01Obviously, there's a lot of independence, and I think some more, I don't know if

1:01:07there is such thing as a progressive conservative, but, you know, there were a lot

1:01:10of younger conservatives who did not like what transpired in Minnesota, did not like kind

1:01:17of the masked tactical guys on the streets wrapping people up or pulling workers off

1:01:24a rooftop or whatever, however it's being portrayed out there.

1:01:28I'd love to get your thoughts on immigration and what you hoped, how you hoped

1:01:36to impact it when you get to D .C.

1:01:39Well, I start with, we're a nation of laws.

1:01:41And so the rule of law has to be first and foremost.

1:01:45What we saw under the Biden administration was the big breakdown of the rule of

1:01:48law. When you had them saying that we need additional authority, we need to pass

1:01:53more laws. Well, that was the complete wrong answer.

1:01:56Enforce existing laws. If you don't like existing laws, change them.

1:02:02But this idea that we can cherry pick which laws we're going to enforce or

1:02:06what we're going to ignore or what's going to be deemed too hard is unacceptable.

1:02:10The fact that we have states and counties that declare themselves sanctuary areas is unacceptable.

1:02:16You know, we live in a country of laws and we start with accountability and

1:02:20personal responsibility. What Trump did was the necessary first step, which is you had to

1:02:26secure the border. You had to stop the flow of illegal immigration.

1:02:31Now that you've done that, you can now look at how do you determine where

1:02:35the real problem is? And that could be solved with the Dignity Act, which is

1:02:40comprehensive immigration reform, which I support.

1:02:42And it looks at saying anybody who came in the last five years has to

1:02:46go. If you came in as a part of that flood, then you have to

1:02:49go because you've cut in line.

1:02:51It's unlawful. It's unfair. And there's no way to reconcile that in a nation of

1:02:55laws. Then there's at least provisions in the Dignity Act that says if you've been

1:02:59a longstanding resident, perhaps in an illegal status, but you have not accepted any state

1:03:05assistance, you have not committed any crimes, and you've otherwise been a contributing member.

1:03:09Well, at least then you can get in line for the possibility of legal status

1:03:13that creates a pathway to legal status.

1:03:16If you're able to endure the seven years of transitioning from illegal to legal status

1:03:21while paying a fine and continuing to not provide and not receive any state assistance,

1:03:27then you've at least made up the gap of everybody else you jumped in front

1:03:31of. Then after those seven years, you can get in line to become a U

1:03:35.S. citizen that at least addresses what is a longstanding existence here, whether it was

1:03:41somebody who came here as a child and is now finds themselves in an illegal

1:03:44status, but otherwise contributing in somebody who has not had to been a burden, quite

1:03:49frankly. But I think we have to start looking at the ability to assimilate to

1:03:53the rule of law. What makes this country so great is that freedom is responsibility,

1:03:58and that responsibility is to adhere to the rules and understanding the regulations that allow

1:04:03us to prosper as individuals and as communities.

1:04:06And when that breaks down, as it has, whether it's because of the influx of

1:04:10illegal immigration or the inability to enforce federal law, well, now the very essence of

1:04:15our system has been compromised.

1:04:17So you have to restore accountability, you have to foster personal responsibility, and you have

1:04:24to then address this through comprehensive immigration reform, which I believe now can occur because

1:04:29we've secured the border and we've demonstrated that we didn't need more money, we didn't

1:04:33necessarily need more laws, we simply needed to enforce what was there in place.

1:04:37You know, in CD6, you probably have come across that up in Washington County, they

1:04:42put in an ICE facility that would be a transfer facility.

1:04:46This would hold individuals from anywhere from one to three days as they're being adjudicated

1:04:50in this process. These are going to be individuals that arguably already have deportation orders

1:04:55or in an illegal status and have to be held in custody.

1:04:58My two opponents, Trone and Delaney, have come out in opposition to this, despite the

1:05:02fact that nearly 80 % of Washington County residents support it.

1:05:05They support it from a rule of law perspective, they support it from an economic

1:05:09development standpoint, and then the last part of it is, they see it as an

1:05:13opportunity to participate in this process of addressing an immigration crisis.

1:05:18And the fact that you have Trone and Delaney, out -of -district multi -millionaires, now

1:05:22playing national politics once again at the expense of local residents, contractors that would benefit

1:05:33overall interest in providing some level of stability in a broken immigration system just goes

1:05:37to show how out of touch they are and how and where they put the

1:05:41residents of CD6, which is at the back end of their interest in national politics

1:05:45at the forefront. So the short answer is I support the rule of law.

1:05:49I start with accountability and transparency.

1:05:52And most importantly, I would support comprehensive immigration reform, whether it's the whether it's the

1:05:58Dignity Act in its current form or a version of it.

1:06:01I would certainly support because we've seen that inaction has led us to where we

1:06:05are, which is a broken system that's been flooded with illegal immigrants and a lack

1:06:09of enforcement on a profound amount of corruption.

1:06:12Right. All you got to do is follow young Nick Shirley and you can realize

1:06:16that just the magnitude of of of funds that are just bleeding out in every

1:06:21every city, every state, you know, across the country right now.

1:06:26It's it's an abomination. Well, Chris, I just I really I think your answers and

1:06:33your descriptions of what you're running on are incredibly eloquent.

1:06:36They're well thought out. Obviously, your career as a JAG officer in the military has

1:06:42prepared you hopefully for what you're about the next battlefield of what you're getting into.

1:06:50I just can't thank you enough for coming on the show.

1:06:58What's big coming next down the pipeline?

1:07:00Well, I really appreciate that.

1:07:02One that I would add is, you know, in the Marine Corps, we're not JAGs.

1:07:06You're just a line officer with a law degree.

1:07:08That's right. That's right. I was a company commander in Iraq.

1:07:11I was a MU XO whenever our XO had to go ashore.

1:07:14So, you know, part of the draw of the Marine Corps for lawyers is that

1:07:18you're a line officer first, you're expected to serve as a leader.

1:07:21And then where I found myself more often than not, if I wasn't outside of

1:07:25the wire with Marines was within the three shop as a planner.

1:07:28And then I wasn't a special advisor to the commander.

1:07:31I was I brought a legal perspective to a planning priority that was about setting

1:07:36conditions for Marines to get outside of the wire and come back as best they

1:07:41possibly can, minimizing risk and then focusing on mission accomplishment.

1:07:45But I appreciate the opportunity to highlight the Web site.
