0:36Hour number two. Clay Travis, Buck Sexton Show.
0:40Headline on Fox Business. Oil prices have dropped the most in four years in the
0:47last 24 hours. If you're wondering whether the oil panic of yesterday has vanished, stock
0:55prices are up again today fairly decently.
0:59And MSNBC has removed their oil and gas tracker from their website as well as
1:07the stock market. Sorry, from their television broadcast.
1:11And so we're on to the next narrative, whatever it may be, after a one
1:17day everybody's going to collapse because we're not going to be able to pay for
1:21oil and gas narrative. And by the way, Buck, I was talking about this with
1:25Buck off the air. Yeah, tough spot if you were one of those guys who
1:29bought the oil and gas yesterday for $120 and now you're staring at $85 a
1:35barrel of oil. That's a big hit for a lot of the commodities traders out
1:41there. Speculation is risk. No doubt.
1:48We bring in now North Carolinian Michael Watley, one of the biggest battleground states of
1:56the midterm, will be North Carolina, and in particular, an open Senate seat there.
2:02The primaries are over. It is going to be Michael Watley against Roy Cooper.
2:07You have seen and helped to shepherd Trump to victories in North Carolina in 2016,
2:142020, and 2024. And so you know the state better than almost anyone.
2:20What does it look like on the ground there?
2:22What needs to happen in order for a victory to happen in this seat to
2:26remain in Republican hands? Chairman Watley.
2:30Well, I really like what came out of the primaries, and we have a completely
2:34unified Republican Party, and we have the narrative that we really were hoping to have
2:39in this election cycle because this is about contrast.
2:42This is about a choice that North Carolinians have, and they are going to vote
2:47for a conservative champion who's going to be an ally for President Trump over Roy
2:53Cooper, who absolutely is not going to be an ally with the president.
2:58He's not going to support the president's agenda.
3:00He is going to be a soft -on -crime senator, just like he was a
3:04soft -on -crime governor, and he is going to always want higher taxes.
3:09He's going to want boys' and girls' sports and men' and women's locker rooms, and
3:13he's going to always fight harder for criminals and illegal aliens than he is for
3:17the people of North Carolina.
3:19So my understanding is you are the recovery czar for Western North Carolina, right, after
3:25Hurricane Helene that Trump has talked about how you've been important in those efforts.
3:31How is that going, and what would you say about the state efforts that you
3:37weren't in control of to try to help out areas like Asheville and Boone?
3:43Well, what we saw with Roy Cooper was the governor was absolutely no activity whatsoever,
3:48either from Joe Biden or from Roy Cooper.
3:52They both left the state totally in shambles.
3:55What President Trump has done, what we've been able to do is bring $8 .75
4:00billion plus in recovery efforts to Western North Carolina.
4:0599 % of the roads have been rebuilt.
4:07The bridges have been rebuilt.
4:09The water systems, the wastewater systems have been rebuilt.
4:12You know, that is a very strong part of the state.
4:15It is a resilient part of the state.
4:17The people there have, you know, overcome adversity.
4:22But, you know, we're not ready to hang out a mission accomplished banner yet, but
4:27we feel very good about where we are in terms of the recovery, and this
4:31is the largest recovery effort by the federal government in North Carolina history for any
4:36hurricane. The governor, former governor of North Carolina, you're running against Roy Cooper.
4:44I remember seeing a super viral video of him asked a very basic question.
4:49Should men be able to compete in women's sports?
4:53And I know as March Madness is going on, there's not a sports crazier state
4:58hardly for basketball season than North Carolina right now.
5:01I think it's something that really cuts through and connects with a lot of North
5:06Carolinians in particular. Has he answered that question?
5:09I imagine that when you get on the debate stage and as this campaign progresses,
5:13that's going to be something that you really hammer him on.
5:16Well, he did answer the question because he vetoed three different bills to keep woke
5:21out of schools, boys out of girls' sports, and men's out of women's locker.
5:25He's exactly wrong on this issue, and it really does, as you say, touch the
5:30hearts and minds of people all across North Carolina.
5:35What is the difference between you and Roy Cooper, as you see it, when it
5:40comes to immigration enforcement? That's obviously an area that matters a whole lot to the
5:46whole country, and it matters a whole lot to your home state of North Carolina.
5:49Where is Cooper on that issue?
5:50Where has he been as governor, and where will you be?
5:54Well, I'm going to support President Trump.
5:57I think that when we talk about the highest, most important function for any government,
6:01it is protecting its citizens.
6:03That's true whether it's local, state, or federal.
6:06And what President Trump has done in securing our border is not just keep out
6:11the millions of illegal immigrants that were flowing into the country every single year, but
6:16has also brought down drugs.
6:18He's brought down migrant crime, sex trafficking, all of the scourges that came along with
6:2510 to 15 million illegal immigrants that came across.
6:29Roy Cooper, on the other hand, vetoed two different bills that would have forced sheriffs
6:34to honor ICE detainers and help get violent, criminal, illegal aliens out of North Carolina.
6:39I know that the answer is everywhere, every part of the state, but you know
6:45the state of North Carolina better than anybody.
6:48Buck just asked you about Western North Carolina, where I think you were born and
6:51raised, still recovering from a lot of what happened with Hurricane Helene.
6:55Where does a statewide race get decided in your mind?
7:00Is it the suburbs outside of Charlotte?
7:02Is it in turnout -related issues?
7:05Again, I know that there are lots of things to point to, but when you
7:08look at this state, where is a close election decided in North Carolina?
7:15Look, you nailed it on the head when you said everywhere matters.
7:18We're expecting that this race is going to be extraordinarily close.
7:21You know, when Tom Tillis won this seat for the first time in 2014, he
7:26had a 50 ,000 -vote margin, which was three -tenths of a point.
7:29When he won it for the second time, it was a six -tenth of a
7:33point margin, and Ted Budd got a very comfortable 50 .5.
7:37So we know that every place is going to matter.
7:40What we need to do is to get out there and talk to every Republican
7:45voter that supported President Trump who has not voted in the off years.
7:49So we look at people who voted in 2016, 2020, and 2024, but they didn't
7:55vote in 2018 or 2022.
7:57We want to go to them and have a conversation that says, this really matters.
8:02We need to dynamite them off the couch, and we need to get them to
8:05go vote. The other thing that we need to do is in a typical election
8:10in North Carolina, 46%, 47 % of the people are going to vote for a
8:14Republican candidate. 46%, 47 % are going to vote for a Democratic candidate, and then
8:19we are going to have to go have a conversation with that 6 % to
8:238 % that are your swing voters.
8:25And they're predominantly suburban. They're predominantly college -educated.
8:29And the thing that matters to them is a conversation about crazy versus common sense.
8:34And they supported President Trump in this last election cycle, independent voters in North Carolina,
8:4054 % to 45%, because he was the common sense candidate.
8:44He was actually going out there and talking about the issues that they cared about,
8:48not the woke, progressive issues that Kamala Harris was putting on the table.
8:53Roy Cooper is right there in lockstep with the Democratic Party when he's talking about
8:58open borders, inflationary spending, and a weak, woke America.
9:01What I'm fighting for is President Trump's common sense agenda to, you know, rebuild our
9:07economy, to make sure that our kids and our communities are safe, and that the
9:10men and women in uniform based in North Carolina have what they need to protect
9:14our interests and allies around the world.
9:17Speaking to Michael Watley, he's running for that Senate seat that's open in this cycle
9:21in North Carolina. I know you've strongly supported, Michael, President Trump's tax cuts, which have
9:29obviously boosted North Carolina's economy along with the rest of the country.
9:33But there's major affordability concerns in your state, just like there are in many states,
9:38particularly a lot of states people are moving to, right?
9:40Housing prices are going up because of that supply and demand reality.
9:44Roy Cooper wants to expand Medicaid.
9:46Roy Cooper wants to spend more money.
9:48Money, and that's not going to help.
9:51What would you like to do?
9:53What kind of pro -growth policies would you prioritize in the Senate so that working
9:58families can get some relief and there can be some of the affordability issues addressed
10:04that are so critical right now, especially to those independent and swing voters?
10:08Yeah, look, tax policies, regulatory policies, and trade policies that are going to help North
10:14Carolina manufacturers, small businesses, and particularly our farms.
10:18We need to make sure people are taking home bigger paychecks.
10:23And, of course, we've got to get the cost down low, and that is going
10:27to take a concerted effort.
10:29One of the things that's so important about President Trump and the one big, beautiful
10:32bill that was passed by Congress last year is extending the Trump middle -class tax
10:38cuts, which ended up being the largest tax cut in history and making sure that
10:43no tax on tips, no tax on overtime, no tax on Social Security.
10:47Roy Cooper, when he was a legislator, he voted for multiple.
10:52tax hikes when he was the governor he vetoed six different tax cuts and he
10:57made it very clear that he would have voted against the one big beautiful bill
11:00so he's always going to support tax increases he's always going to want you know
11:05to tax and spend your money right i'm going to always fight to make sure
11:09that we're going to bring those costs down you know you mentioned housing right so
11:13just today uh we've got secretary scott turner uh secretary of housing and urban development
11:18coming into charlotte north carolina and we're going to have a round table where we're
11:22going to be focusing on bringing down housing costs and making sure that we have
11:26houses that are going to be available it's really hard for you to set up
11:31and live the american dream when you can't get married and buy a house and
11:35raise a family and so what we want to do is have a honest conversation
11:39with the secretary along with you know real estate developers and lenders um and and
11:45construction folks about what is it going to take for us to be able to
11:48build more homes and bring down those prices we need to bring you know uh
11:52interest rates down right president trump has been fighting on that a lot we need
11:57to have transparency in the housing markets uh we need to make sure that the
12:01hud loans and and other programs they have are specifically designed to get more first
12:06-time homeowners uh into place how much is this race going to cost total do
12:11you think and and for people out there that might have the resources to be
12:15able to help you how can they help you well this is going to be
12:20the most expensive senate race in the history of the country and we're seeing you
12:23know experts on both sides of the aisle are saying uh that we're going to
12:27be somewhere north of 600 million dollars that are going to be spent on this
12:31race uh which is going to eclipse what we saw in ohio and georgia and
12:34pennsylvania in the last couple of election cycles um people want to support us they
12:39can go to michaelwatley .com we are certainly going to need help from all across
12:43the country uh and we are going to be in a position to win this
12:46race when we have that support because we are believers that good policy is good
12:52politics and we're going to be on the right side of every one of these
12:5580 20 issues and we're going to be fighting for president trump's common sense agenda
12:59i want to just come back to that number quickly because my jaw drop for
13:04people watching on video you think this race is going to cost 600 million dollars
13:10yeah i think it's a it's a stunning indictment on politics these days that this
13:14is what what we're going to be spending on there um you know but we
13:18need to make sure that we get our message out you know and and president
13:21trump did such a good job what we did on the campaign was make sure
13:26that we were good stewards of every dollar that we were spending it uh in
13:30a way that was going to maximize getting our message out there but it didn't
13:34work if we didn't have a good message and so when we talk about rebuilding
13:38the economy restoring the borders and keeping our kids and our communities safe and making
13:43sure that our military has what they need you know uh as as as we're
13:47watching what happens now in iran um we need to make sure that we're focusing
13:52on what are the issues that's that the voters care about he is michael whatley
13:57he is hopefully going to be the next senator from the state of north carolina
14:00i'm sure we'll be talking to you a lot that 600 million dollar battle that
14:04is extraordinary sir get your rest and be ready we're ready to go and really

16:40cases that will have an effect on the whole nation and all of that good

16:58technically you're correct well you got to lean in with worcester usually how we say
17:02it brian put the talk back in here let's go w -t -a -g hit
17:06it hey buck could you just give an explanation of why if we've beaten the
17:11crap out of iran and all their military why why are we still dealing with
17:14blockages of the straits of hormuz and increase in oil price and all that why
17:18is why is it not open yeah it's a good question trump was addressing this
17:23just last few days telling the ship captains uh the oil tankers it's okay go
17:29for it all right well that's a that's a little easier said than done if
17:34you're the ship captain on a giant floating sea of oil uh and you know
17:39that the iranians are saying we may just decide to make an example of somebody
17:43and cause an ecological disaster you know you don't want to be the one that
17:47they happen to have one more good missile lined up for right so there's a
17:50there's just a fear factor with these ships going in and out right now they're
17:54still sending drones and missiles out so you could be to buck's point the one
18:00that gets hit uh which is why trump is now providing escorts by the way
18:05i think the fear that this was going to happen has collapsed it drove up
18:09oil prices now they're down 40 dollars from yesterday uh by the way dan in
18:15uh new york w -o -r up in new york city has a question hi
18:19guys dan from new york here uh maybe you could explain to the audience why
18:25if we are the biggest producer why we can't control the price well it's because
18:33oil is a globally traded commodity so it's priced by international supply and demand um
18:40so there's there's a lot of how much oil is being pumped by different places
18:46at different time uh i mean we have influence on it obviously like it's not
18:51as we don't we don't uh lack influence but there's um additional supply or rather
18:56you know additional capacity is a big thing like the saudis have a lot of
18:59additional capacity to put out more so it's not as clear as just it's global
19:04buck i would also add in there has to be a price point where people
19:07can make money so you can't drive down the price of oil and gas to
19:1130 a barrel because no one will pump right it's a balancing act we'll talk
19:15a little bit more about that it's a good question i think for people who

20:08to say it i'm going to say it i always ask and then i say
20:10it anyway nearly a neighbor of mine among uh other reasons that i appreciate everything

20:37endless lessons in overcoming uh shannon of course chief legal correspondent at fox news and

20:50shannon i'll get to the book in a sec but let me start with this
20:53we're still expecting really big supreme court decisions when do we expect some of these
20:59to come down uh and what do you think has the potential to be the
21:03most significant between now and june when that term is over well clay good to
21:10hear your voice great to be with you guys thanks for having me um we
21:13probably will get another round of opinions starting the week of march 23rd they're back
21:18at arguments oral arguments then so listen it's the court's world we're just living in
21:23it they could give these opinions anytime we want but that's kind of my educated
21:25guess you are waiting on one really big one out of louisiana that has to
21:29do with redistricting with the voting rights act and you guys know we're tracking these
21:33states all over the country that are trying to do redistricting leading up to the
21:37midterm so if we get that decision on the earlier side meaning you know march
21:42april uh rather than the later which would be the end of june it really
21:45does have the potential to impact a number of states and what they're doing with
21:49redrawing these streets so um excuse me the district so i'm watching for that one
21:53we've got a couple that test the limits of executive power you know the president
21:56trying to dismiss the governor from the fed board and some other interesting ones that
22:00we're just kind of waiting on our nail -biting standby shannon i want to ask
22:04you about the book because i just went through the whole book thing and still
22:08going through and congrats congrats thank you thank you um i'm sure you're enjoying your
22:13copy very much thank you for uh your kind words tell me um what you
22:19write in this book and what do people need to know i want to dive
22:21right into it well listen it's it's a group of stories from the bible old
22:26and new testament to have this theme of overcoming because i mean all of us
22:29get up against something in life that you know either it's unplanned and it's you
22:33know a terrible diagnosis or financial crisis or something really difficult in life it may
22:39be something exciting like you know starting a new business or having a baby or
22:42doing something but we all have things that sometimes will make us feel a little
22:45bit overwhelmed and that's the common thread in all of these stories and so i
22:49hope that people will see themselves in these stories be encouraged and see how god
22:52was working and help each of these people to overcome what was the tough thing
22:56in front of them shannon um you mentioned the supreme court decisions that are coming
23:03down soon one of the biggest questions and this is a huge mess in general
23:07so maybe you have the perfect solution here is and i think we talked about
23:10this with you before the tariff decision had so many different implications but the biggest
23:16still is out there it is what happens with tariff refunds how does this play
23:22out in your mind where does it go yeah and listen during the fight over
23:27the tariffs in the lower courts the administration represented to the courts numerous times that
23:32they would pay out the refunds to the plaintiffs in those particular cases so that
23:36was just a small group of businesses so i pressed you know secretary bessett kevin
23:41has said others on this like what happens to everybody else out there and you've
23:46seen i mean there were already been a lot of big filings lawsuit filed with
23:50different companies across the spectrum saying we want our money back well now cbp because
23:55this money comes in through border patrol um they say listen we are getting together
23:59a streamlined way to do this it's going to take us about 45 days i
24:03think they told the court recently to kind of set up the way that you
24:06go about getting your refunds but there are a lot of lawsuits from companies who
24:09say we're not waiting for that we want the money back and we want a
24:12guarantee from the court that you're going to pay us how do you think this
24:17plays out jenny oh well you know the president himself was frustrated the court did
24:22not give a specific you know framework for paying this money back instead he you
24:28know said oh we're going to be tied up in litigation for a couple of
24:30years so that's my question is the administration going to fight some of these refunds
24:33or will they do as cbp has said that at this framework because you know
24:37several businesses out there have spoken publicly and said listen the forms that you fill
24:42out for these specific tariffs it's always very specific so you can track you got
24:46the receipts as the kids say to show exactly what money you've paid out and
24:50so it would seem with that in mind if cbp really sets up this framework
24:54for getting it done that that would expedite the process um but i think that
24:58there are going to be those who press for litigation to make sure that that
25:02vow is made good when you look um shannon at the supreme court decisions what
25:09the one that you just referenced on the uh on the redistricting in particular using
25:15race as a uh as a criteria the gerrymandering of race i've seen some stories
25:21that that could flip 20 different districts particularly in the south if that's tossed my
25:27suspicion i'm curious if you would sign on is that the court is going to
25:31wait as late as possible release that ruling i think it's going to invalidate those
25:36districts but i think they want to do it late enough that it doesn't impact
25:40the 2026 midterms you buy that or do you think uh there is a possibility
25:46that they would interject themselves uh into that uh aspect of 2026 yeah and that's
25:53such a great question because that's what we keep waiting for listen if this thing
25:57comes in the next couple of weeks i do think you know it's going to
26:00impact a number of states that can make these changes before it's later but if
26:04it comes to the end of the end of june it may preclude that process
26:08you're right from getting too close to doing anything about the elections that are going
26:12to come in the midterm you know the justices will tell us they want the
26:15court to be viewed as apolitical as possible they don't want to get involved in
26:19looking like they're putting a weight on the scale in a partisan manner or any
26:23other way so i don't know where they're going to do uh where they're going
26:26to land with this but you know the chief justice always tells us when the
26:29opinions are ready we don't hold them or time them to meet any kind of
26:32specific political or other timeline we release them so they haven't even given us a
26:37date for the next release but um he says they don't play games with it
26:40that when it's ready we get it something i just thought about as we're here
26:44talking about matters affecting the high court and matters before the high court shannon whatever
26:51happened to finding out who leaked the dobbs decision in advance of the actual decision
26:55very few people would have had access to that and it feels like that just
27:00went nowhere buck i love it one of my favorite questions because remember this administration
27:07picked that up when the court had the investigation the chief justice kept it in
27:12house use the marshal service use their internal working to get it done.
27:16We know some people were pressed on taking lie detector tests and those kinds of
27:20things. But we all know if it was a clerk, and that's an if, we
27:23have no idea, they have these one -year terms.
27:26And if it's an internal Supreme Court investigation, when they leave at the end of
27:30that clerking term, the court kind of loses its reach over them.
27:33They can't take away their employment.
27:35They can't do anything from that infrastructure.
27:38And there are a lot of critics on the outside who said, this should have
27:41been farmed out. We should have brought in DOJ or some other federal investigative body
27:45to do this. Well, then, you know, when Dan Bongino was part of the administration,
27:49he talked a couple of times about this, saying the Dobbs decision is still on
27:53our list of investigations. Like, we're going to try to find out.
27:55So if the court cooperates with them, that's one thing.
27:58But if the court's not cooperating and turning over all the details of what their
28:02internal investigation found, I'm not sure how you kind of pick up the threats at
28:06this point. We want you to go buy her book.

28:14Overcoming, Shannon Bream. Let me hit you with this, because I haven't heard this discussed
28:19in earnest. But a big part of what might happen in the Senate is who's
28:25going to control it, right?
28:26This could be the last year that President Trump has control of the United States
28:31Senate. Have you heard any discussions about the possibility of some of the older justices,
28:38maybe a Justice Alito, for instance, deciding that this is the time to step down
28:44because he knows that his confirmation would be someone who shares many of his judicial
28:51philosophies? Whereas if you wait until January, you could end up in a situation where
28:58Ruth Bader Ginsburg found herself or other justices have found themselves where your health is
29:03at the beck and call of a political universe you don't control.
29:08What discussion, if any, is about the Supreme Court right now?
29:12Oh, guys, this is one of our favorite parlor games in D .C., especially in
29:15the Supreme Court press corps.
29:17It gives ulcers to all of us trying to figure this out and figure out
29:20what they're going to do, because you guys know these confirmation battles have gotten so
29:25heated the last few rounds that when somebody decides to step down, it triggers all
29:31kinds of pandemonium in D .C.
29:33And you're right, you've got to look to the midterms and see, does the Senate
29:35lose control, which would make it really hard?
29:37It's already difficult because you're not even guaranteed all the Republican votes if you're a
29:41Republican voter who wants to see President Trump to get another appointment.
29:45They don't always stick together either.
29:47So, you know, it's a really heavy lift.
29:49But I've heard nothing. I mean, Justices Thomas and Alito have both hired their clerks.
29:54They have everything in place that you would think is going to be in place
29:56for future terms. That's something that they do pretty far in advance.
30:00But I haven't heard any rumblings that anybody's actually thinking about it.
30:03We like to speculate. But my educated guess is that Justice Thomas is not going
30:08to leave the bench by choice.
30:09He's having a good time.
30:11He fights every day. I think when he shows up there every day, he does
30:14it with such glee for his haters that I think he's somebody who's going to
30:18stay as long as possible.
30:20You know, we have no indication that Justice Alito is even thinking about it, but
30:24I think he would step down before Justice Thomas would.
30:26So I think June could be very interesting month on that front.
30:30Yeah, let me hit you with this, because I like to look at the markets.
30:34And there are markets right now on whether a new Supreme Court justice would be
30:39confirmed before 2027. And it's right at 60%.
30:43Yes. So there are people making wagers that somebody Alito is the favorite, as you
30:50just kind of ran through that, you know, he might be considering this.
30:54And again, you've done this for a long time.
30:56If you wanted to ensure who your replacement was going to be from a judicial
31:02philosophy perspective next year, meaning this year might be the last year where you have
31:08some certainty on that for some time to come.
31:11Right. And listen, as much as the court wants to be apolitical, they're not blind.
31:18Listen, they get the political trends.
31:22They get the political conversation.
31:24And you do have to think about that.
31:25Remember when Justice Ginsburg was being pressed so hard by the left to step down
31:30and it made her dig in her heels.
31:31I mean, there were op -eds telling her she had to go.
31:33There were law professors calling for her to go.
31:35And she was like, no, sir, I will go on my own timeline and I'll
31:39go when I'm good and ready.
31:40And then the left was so furious with her, obviously passing away.
31:43Well, she was still holding that seat and, you know, President Trump obviously getting to
31:47replace her. So it's a really sore point.
31:50But a lot of people think on the right, even listen, you give deference to
31:54these men who, you know, are the more senior members of the conservative wing of
31:58the court. They've given decades of their lives and we should respect that.
32:02So I don't know. And I do think that both Thomas and Alito are justices
32:07too. If you pressured them or started saying, hey, time to show you the door,
32:11that would make them stick around.
32:13But they're not dummies about the political calculation.
32:16So I got to imagine that that's part of their consideration.

35:25she would pay me back it took three months for her to read it she
35:30read it and i got paid back your book turned a 21 year old you
35:37uh university uh going commie into a patriot so i just want to tell you

36:24book before the edits came through um there were something like i would say 80
36:30pages of cut cut cut cut cut cut generally because it made the narrative drag
36:35too long in some of the chapters i wrote way too much about pavlov and
36:40the soviets because i got so into it i thought it was so interesting one
36:43thing though about solid clay that i thought was so fascinating was they understood whether
36:47building the biggest cult of personality in human history essentially around him right totalitarian state
36:52was that there always was also propaganda that stalin didn't want it this is another
36:57thing i didn't it's like oh oh no comrade stalin hates all this attention he
37:01just wants to serve the peasants he just wants to serve the workers like no
37:05actually he was making people put the posters up or else he'd shoot them in
37:08the head but you know you learn these things from history and it's uh it's
37:12fascinating stuff so frank i appreciate you man thank you history professor likes the book
